The pending extradition of Do Kwon, co-founder of Terraform Labs, to South Korea has hit a snag due to a legal challenge from Montenegro's top prosecutor.

Montenegro's Supreme State Prosecutor Office has stated that the decision to extradite Kwon to South Korea, rather than the United States, was made through "abbreviated proceedings" that exceeded the court's powers. The final authority to decide on Kwon's extradition rests with the country's justice minister.

Kwon, facing charges in both the U.S. and South Korea, has been fighting extradition since his arrest. While his colleague Han Chang-joon was extradited to South Korea in February, Kwon's extradition remains uncertain. His lawyer suggested Kwon could be extradited after March 23, but recent legal developments have clouded the timeline.
